Understanding the Context
Before I go and look at it I was hoping for advice on what to look for, what questions to ask the owner etc. This would be my first Toyota purchase so I am not sure what problems to look for. Any advice would be greatly appreciated! This generation Corolla has electric steering.

If turning the wheels causes an rpm drop it could be due to a draw on the electrical system. I would start by checking all battery and alternator connections. Make sure they are clean & solid connections. Don't forget the ground connection to engine and frame. I've been having some kind of squeak or clunk noise at the front side of my 2014 Corolla for several years.
